Dr Leif Sward said the Manchester United forward is recovering well and that Rooney's final status should be announced by Thursday.
"Everything points to a perfect recovery. I have the highest hopes for Rooney and the World Cup," he told The Sun. "I hope I can give a perfect answer after the next MRI scan on Thursday."
Rooney broke a bone in his foot during his side's game with Chelsea late in April and initial medical reports said he will need six weeks at least to recover.
England coach Sven-Goran Eriksson, though, named Rooney in the World Cup squad, hoping he would be fit in time for the tournament.
England play in Group B alongside Paraguay, Sweden and Trinidad and Tobago.
