"When you look at the seriousness of what has happened, I think people would be annoyed if there weren't the right consequences," Moratti said.
"I understand clearly what is being said, I think that this time football must set an example, otherwise there's the risk of no one taking this sport seriously any more.”
The four teams could lose points or demote to Serie B as sanctions for their role in the fraud, while league champions Juventus may be stripped of their title.
"They could also give it (league title) to Chievo. Chievo, Inter, Roma," he said.
"If all the teams in front have behaved in such a manner as to not deserve that position in the table then the first clean club will be first."
