Flavio's future with the Egyptian giants has been in question after a dismal season that saw him scoring only once for Ahli in all competitions.
Al-Qaeyi told FilGoal.com that Flavio, along with compatriot Gilberto and Ghanaian Akwetey Mensah, has been included in the team's local roster that was sent to the Egyptian FA earlier this week.
"This means that Ahli cannot add any foreign players to the squad before the winter transfer window in January," Al-Qaeyi said on Wednesday.
Egyptian FA regulations allow each team only three foreign players in their books.
"It will be hard to let Flavio go under the circumstances, because if we do that then we would lose one of our foreign players' spots in the roster.
"We would also be losing a striker, which is a position that Ahli is already having a shortage in," he added.
Al-Qaeyi explained that the club was not able to find a suitable forward from abroad due to the small time gap between last season and the next.
He, however, hinted that Ahli could sell Flavio if the player, who scored Angola's first and only goal in the 2006 World Cup, receives a lucrative offer that will benefit the club financially.
