"Le Havre scouts contacted me and I gave my initial approval," Zerouali told Moroccan newspaper Al-Sabah on Saturday.
Despite being under contract at Raja till 2010, Zerouali said that he is confident the club board won't stand in the way of his dream move to France.
"When I joined Raja last season, club president Abdul-Hamid Souiri assured me that the club will consider any official foreign offers I receive," the 28-year-old said.
Zerouali said that he has no problem in joining a second division side, adding that Le Havre are one of France's biggest clubs that have great facilities matching those of European top teams.
The international left-back said that he expects playing with Raja to be a great experience that will help him to prepare for playing in the French League.
"If I'm to go to France, I'd then have Raja to thank for developing me as a player since I joined them last year." Zerouali said.
