Hassan was expected to make a decision on Sunday, which is the deadline earlier set by the administrative court.
"We decided to delay our decision concerning Zamalek's presidency till Thursday so we can have enough time to legally study the issue," Saqr told FilGoal.com on Sunday.
Nonetheless, Zamalek suspended president Mortada Mansour refused Saqr's delaying decision, adding that the issue should have been sorted out on Sunday in order to avoid any further consequences.
"I'll forward a complaint against Saqr to the Attorney General for the HSC delaying decision and for not implementing the court's ruling to re-instate me as Zamalek president," Mansour said.
Saqr's earlier decision to suspend Mansour from the Zamalek presidency was ruled out by the administrative court on Tuesday which led the HSC to appeal in a trial to halt implementing the court's decision.
Meanwhile, the door has been opened for candidates in Zamalek's new board elections, with Ibrahim Youssef top contender for the vice-president seat at the club.
