"Steed is a skilful, versatile midfielder of real quality. He is a player we have always admired and we are delighted he has come to us," Tottenham boss Martin Jol told the club's official website.
"There were a number of other clubs interested. He is a player who can cover the left, centre and right midfield positions and will work well within our system."
The deal saw Spurs winger Wayne Routledge moving the opposite direction to Fulham on a 12-month loan deal.
Tottenham, whom Egyptian striker Ahmed Hossam 'Mido' plays for, also moved to strengthen their defense after acquiring the services of Wigan full back Pascal Chimbonda.
Other Premiership side, Blackburn Rovers, secured the signing of Congolese striker Shabani Nonda on loan from Italian club AS Roma.
"The 29-year-old DR Congo international has signed on loan until the end of the season with the club having an option to make the move permanent in the summer," read a statement on Blackburn's official website.
Meanwhile, Dutch champions PSV Eindhoven landed striker Patrick Kluivert on a one-year deal.
The 30-year-old, who left Spain's Valencia by mutual agreement, put pen-to-paper after completing a medical.
