Mohamed Nour will be Omar's assistant and Magdi Bahloul is appointed as goalkeepers coach, the club added late on Wednesday.
Masri's huge defeat in Alexandria one day earlier was the fourth this season, moving the team down to 13th place on just five points from seven games.
According to Masri, Moldovan has flew back home without the club's permission and apparently won't come back.
The club said they reported him to the Egyptian authorities for breaching his contract with Masri.
Omar, former Ittihad and Sudan's Merrikh coach, confirmed the deal.
He said he will receive EGP 50.000 as a signing fee in addition to EGP 25.000 monthly.
The contract is set to be signed in the upcoming hours. Omar is the fifth manager to take charge of Masri since the season kicked-off.
