Gerrard met with DIC chief executive Sameer Al-Ansari on Saturday that left the England co-captain thrilled.
"I'm very excited," Gerrard told Liverpool official website. "I think the future is bright."
"I've been fortunate enough to meet with the people who are going to be taking over the club.
"They assured me and the rest of the players that the club is going to be in safe hands and that the future is going to be really bright," he added.
DIC, the investment arm of Dubai Holding Group owned by Sheikh Mohammed bin Rashid Al Maktoum, are set to table a bid worth around 450 million sterling pounds in the upcoming few weeks.
Gerrard believes this huge cash inflow will do wonders for the former European champions.
"The first thing they said was they were very interested in making sure the future was bright and that the club was going to be very successful on and off the pitch. That's what we wanted to hear," he said.
Liverpool have been longing to build a new stadium and improve their finances in order to have more options in the player transfer market, things that the takeover can help make happen.
"I think the players share the same feelings as the fans. We want to be really successful," said the 26-year-old.
"The fans have been reading the same things as I've been reading and so they've got every right to be excited."
