The Cairo giants said on their official website that they are set to finalize the deal before the close of the January transfer window.
Ahli won't pay any fees to complete the signing of their former striker because Konyaspor owe them $300,000 since the initial transfer of Belal to the Turkish side in the summer of 2005.
Right-back Abdullah, who has been out-of-favor since his arrival from Ismaili, will join Konyaspor for $75,000.
"I realized that I have no future with Ahli after coach Manuel Jose excluded me from the team's squad in the African Champions League," Abdullah told FilGoal.com on Saturday.
"I preferred to join Konyaspor in order to play regularly and have a chance of earning a call-up to the Egyptian national team."
