"It's the first time in my career I've hurt an opponent and I want to apologize again," Cisse was quoted as saying on the French Football Federation (FFF) website on Tuesday.
Yepes will be sidelined for the rest of the season after a collision with Cisse in the 45th minute of the 1-1 draw between Marseille and PSG left him with a serious ankle injury.
Cisse, who himself sustained a broken-leg that ruled him out of the 2006 World Cup, previously claimed he did apologize to Yepes on the pitch following the incident, but the Colombian defender refused to accept his apology.
"I wanted to apologize during the match, but he fired at me like a dog. I will not call him," said Cisse, who is on-loan to Marseille from Liverpool.
However, Cisse reconsidered his initial reaction and decide to apologize to Yepes in person.
"I tried to call him (Yepes) this morning but I only got his answer-phone,” said the 25-year-old forward.
Cisse also refuted reports that he deliberately hurt the PSG player.
“Some people believed that I wanted to hurt him but it never was my intention," he said.
The FFF will announce on Thursday whether they will take any action against the French international, who was only cautioned after the incident.
