Both players have become free agents after they were released by Zamalek apparently upon the request of French boss Henri Michel.
"We are interested in Al-Qabani and Mahmoud because they are talented and experienced. They will be good additions to our squad next season," Abdul-Razeq told FilGoal.com.
Meanwhile, Ismaili have ended their pursuit of Ahli midfielder Wael Riad after failing to meet the Red Devils' financial demands.
"We halted negotiations with Ahli after they put an EGP 750,000 price tag to sell him," Abdul-Razeq revealed.
Riad, who spent an unsuccessful six-month loan spell with Austria's Graz AK last season, is expected to leave Ahli as he is highly unlikely to feature in Manuel Jose's plans next season.
