"Hossam had a really good spell for us," Jewell said on Thursday.
"When I spoke to him he said he would like to stay in the Premiership but if he couldn't find anything in the Premier League, he would come to Derby.
"But Hossam has played his last game for us now, I think, and we will be looking elsewhere."
The Egyptian midfielder joined Derby last summer on loan from Tottenham Hotspur.
He impressed in 14 starts for Derby but couldn't help the team avoid relegation.
Ghaly's contract with Tottenham expires in 2010.
The former Ahli man was called up for Egypt's squad playing Congo in the World Cup qualifiers later in May.
