"Clearly losing on penalties after working so hard doesn't leave us happy," Donadoni said after the game.
"We all spent a lot of energy. You've got to recall those who didn't play tonight. They've got to be the most disappointed, and I'm sorry for them."
Spain and Italy fought in a goalless draw before the World Champions lost 4-2 on penalties.
Daniele de Rossi and Antonio Di Natale missed their shots, allowing the Spaniards to go through to the last four.
"I told the guys to keep their heads up," Donadoni said.
"They did all they could. This loss will help them grow more. Tomorrow we'll start anew. We're looking forward," he added.
