After agreeing terms of a three-year contract, Meteb's move to City was subject to a work permit, but the 25-year-old's participation in last Sunday's Cairo derby caused havoc at Ashton Gate.
Moreover, the Robins, who are yet to make an official announcement regarding the matter, have turned their attention towards Malta forward Mifsud.
"Michael has indicated to the manager that he is not happy at the club and is in the process of handing in a written transfer request, so we have to accept that he will move on," Coventry chairman Ray Ranson told the club's official website.
"Bristol City have come in with an offer that we believe is acceptable for a striker who scored 17 goals last season and we have given them permission to speak to Michael and his representatives."
Mifsud, 27, has more than 50 caps for Malta, scoring 19 goals for the European minnows.
