The Petroleum side accepted a sumptuous € 500,000 bid for the 24-year-old playmaker from Ahli, but they surprisingly backed down on the deal afterwards.
"I was surprised that Petrojet officials disallowed my move to Ahli Jeddah after accepting the offer," Soliman told Egyptian TV.
"There is no apparent reason for their decision, and why have they accepted the offer initially.
"I hope they let me go. I really want to have the experience of playing in the Saudi league; it is also good for me in terms of finance."
Soliman put on some dazzling performances for Mokhtar Mokhtar's team so far this season, and was believed to be on the radar of Egyptian champions Ahli.
The diminutive midfielder was chosen by Hassan Shehata in Egypt's home friendly against Kenya on Friday.
