Santa Cruz done with Rovers
The Paraguayan has already been chased by a host of top Premiership sides in both the summer's and January's transfer windows.
"My task at Blackburn is done. The board knew how I was thinking when I arrived to the club," Santa Cruz told Fox Sports en Latinoamerica.
"I came here for continuity, to get up to pace again and I did pretty quickly. My intention was always to get in shape and then move to a big club.
The 27-year-old added that he refused to leave Rovers in January, as he felt it was his duty to help the team avoid relegation before leaving Ewood Park.
"I felt I had needed to give back the club everything they gave me with more effort by playing another season.
"Being threatened by relegation stopped me moving."
Rovers are currently eighteenth in the Premiership with 23 points from 24 games.
Santa Cruz has already scored 22 times for Blackburn since joining the club from Bayern Munich in 2007.
