The former Masri tactician revealed on Thursday that he took over at third-bottom Telecom.
But Zaher said that Hassan, along with his twin Ibrahim who is set to occupy the football director role at Telecom, would have to address some issues before taking charge of the struggling club.
"We are yet to decide whether to punish them for what happened in Algeria," Zaher told FilGoal.com on Friday.
Masri sacked Hassan following his infamous tantrum during a regional match against Algeria's JSM Bejaia.
Hassan protested against the referee's decision in an inappropriate way and provoked Bejaia fans through some shushing gestures.
Ibrahim, who worked with him at Masri, was also shown the door for assaulting the fourth official.
"They (Hassan twins) will have to attend a hearing at the FA headquarters, after which we will decide on which action we will take against them," Zaher added.
Zaher apologized to Bejaia after the unfortunate incidents as he was afraid tensions might be flared ahead of Egypt's World Cup qualifier against Algeria in June.
