Egyptian champions Ahli are interested in signing the talented schemer, who has just finished a six-month loan spell at Saudi giants Ahli.
A possible swap deal is on the cards, with Petrojet eyeing two unidentified Ahli players in return for Soliman.
"The technical staff agreed in principle to let Soliman go, but the club's board and the player's desire will have the final word," Al-Okabi told FilGoal.com.
"We believe that an exchange deal with Ahli will help us reinforce our squad."
Ahli, who had a less than impressive season, are looking to find a new player who can provide cover for star playmaker Mohamed Abou-Treika.
The Red Devils' boss Manuel Jose struggled to find a replacement for Abou-Treika, who was plagued by a succession of injuries this season.
Soliman impressed in the league's first half but suffered a dip in form after moving to Jeddah-based side Ahli.
He lost his Egypt spot after failing to put in convincing displays in the Saudi League.
