The Spanish giants have been long-term admirers of the Brazilian playmaker but failed to prise him away from San Siro more than once.
But Perez believes he can succeed in bringing Kaka to Santiago Bernabeu.
"We will talk to Milan about Kaka," he said in an interview with Spanish daily Marca on Friday.
"I have a fantastic relationship with their Vice-President Adriano Galliani and that will make it easier to bring Kaka to Madrid."
Perez, who occupied Real's presidential seat from 2000 to 2006, is the overwhelming favorite to regain his post.
He can even take office without elections after rival candidates Eugenio Martinez Bravo, Juan Onieva and Eduardo Garcia pulled out of the race.
