The 23-year-old striker is linked with a host of European heavyweights, including Arsenal, City and Milan.
However, Dzeko's agent ruled out the City option as he welcomed the bid from Emirates Stadium.
"It is not possible for Dzeko, who is a leading player in Germany and has the chance to play in the Champions League, to go to a mid-table club like Manchester City," agent Irfan Redzepagic told Onet.
"Arsenal would be a different matter. The Londoners’ offer is one we treat very seriously."
Milan talks
Meanwhile, reports in Italy and Germany suggested that Milan vice-chairman Adriano Galliani is holding talks with Dzeko's agent over a possible move to San Siro.
Dzeko, who scored 26 Bundesliga goals to help the Wolves win a historic title last term, recently revealed his support to the Rossoneri.
On the other hand, Milan are expected to receive some cash from Kaka's imminent move to Real Madrid, and a €30million was reported for Dzeko.
