Toure was expecting a contract extension by the end of last season, which saw him excel with Barca, winning a sensational treble.
However, the Blaugrana have yet to fulfill their part of the agreement with the Ivorian midfielder, who is apparently unhappy with the situation.
"Barcelona have a problem with Yaya Toure," agent Dimitri Seluk told reporters.
"When he signed the contract in the first place, Barcelona promised him he would sign an extension if he played more than 50 percent of the games.
"Apparently they forgot about it and they have a problem. There is no player in Europe whose salary is the same at a great club as at a small club.
"I don't know if this will be sorted within a week or 10 days. Everything is going to be fine because Barcelona have always completed the promises they made to Yaya."
