The 29-year-old is set to undergo a medical on Thursday to complete his move to the Cairo giants.
Zamalek will sign Kissi on a free transfer after his contract with Cypriot side AEK Larnaca expired.
He will become the second midfield reinforcement for the team following the acquisition of Ghanaian midfielder Ibrahim Ayew.
Kissi, who had a spell in the Dutch league with SC Heerenveen in 2006, was part of Morocco's squad that took part in the 2008 African Cup of Nations.
He will be Zamalek's sixth signing in the close season following the purchase of Ayew, defender Amir Azmi, full-back Mohamed Abdul-Shafi and striking duo Ahmed Gaafar and Sayed Mosaad.
