The Portuguese international was brought to Chelsea by ex-club coach Luiz Felipe Scolari last summer before the Brazilian tactician was axed few months later.
Deco stated that Scolari's sacking was a big mistake, adding that Chelsea owner Roman Abramovich interferes too much in the club's football matters.
"The exit of "Big Phil" was rash. Sometimes Abramovich makes decisions that go over the head of the director of football," Deco said.
"If Scolari was at Manchester United or Liverpool, they would have respected him and given him more time to work.
"But Chelsea are different, a special club, who have a single owner and they are kind of his toy."
Deco admitted that an escape from Chelsea could be completed with a move to Inter Milan.
"I know Inter are talking to Chelsea. The president of Inter said as much. I would play there," the 31-year-old added.
