FIFA chief Sepp Blatter implied that he could be forced to set limits for club ownership in the English Premier League.

The Swiss' comments come amid the significant changes intended by Arab tycoons, such as Manchester City owner Mansour bin Zayed Al-Nahyan.

"There are big associations, like France, Germany and Spain where there is a by-law that the owners of the club must be at least 51 per cent from the club," said Blatter.

"They must be members of the club or partners from the same country.

"This does not exist in the Premier League and it is a problem we have to address."

In addition to City, another Premiership club set to be taken over by Arab businessmen is Portsmouth, who are on brink of being sold to Suleiman Al-Fahim.
