"There have been negotiations to find out his availability, but we haven't stated a time or money limit," Laporta told Spanish TV.
"We have made an offer that is closer to 40million Euros than 50."
Spain ace Villa is being targeted by Primera Liga top duo Barcelona and Real Madrid, even though Los Ches are reluctant to sell him.
Laporta's comments follows Valencia chairman Vicente Soriano's announcement that the club are in no need to sell star players after resolving their financial crisis.
No answer from Eto'o
Meanwhile, Laporta admitted that Manchester City target Samuel Eto'o has yet to answer the Barca chairman's phone calls.
Eto'o's future with the Catalans has been subject to speculation in recent weeks, following City's big-money bid for his services.
"I have called him a couple of times, but he hasn't answered his mobile," said Laporta.
"I don't know if he has changed the number or whether he's lost it, but I would like to speak to him."
