Tevez, who refused last month to extend his stay at Manchester United, is expected to put pen to paper on Tuesday to be declared the Citizens' third summer signing after Gareth Barry and Roque Santa Cruz.
The 25-year-old also shunned Liverpool because of their fierce rivalry with Manchester United, and opted to join big spenders City.
"The manager and the owners are very ambitious and that became clear to me the first time we spoke," he told the Daily Mail.
"This is the chance to be involved from the start, an opportunity to help build a special experience."

City are seeking to build a squad capable of vying with Europe's high-flyers, and Tevez is keen to help them win trophies next season.
"I hope to win many more trophies with City," he said.
"There is a great feeling of excitement around the club. Look at the quality of the players who have been signed and the prospect of other top-quality players coming too. Things are happening at this club.
"The owners made it clear to me that they will be doing everything in their power to make this an extraordinary club to play for.
"I look forward to being a part of that experience."

From his side, City coach Mark Hughes believes Tevez will notably increase the team's firepower with his 'attributes'.
"It is terrific news," Hughes told the club's official website. "Carlos is an international player of the highest class who possesses all the attributes that will help drive this club forward.
"He is not only outstanding technically, but he is a reliable goalscorer and someone who will contribute fully to the team ethic. He gives us another exciting, attacking dimension."
The welsh tactician highlighted the financial support City receive from owner Mansour bin Zayed Al-Nahyan, who pledged to save no money to turn the club into a European powerhouse.
"I cannot wait to welcome him (Tevez) to City. This is yet another deal that shows the commitment of the owner Sheikh Mansour to make this club the very best it can possibly be," Hughes added
