The Zamalek centre back was substituted in his side's 2-1 league win over Ittihad last Monday with a facial injury after a reckless challenge from opposing striker Mohamed Al-Morsi.
Al-Monayeri was quoted as saying that Fathallah should not take part in Egypt's anticipated friendly against England at Wembley on Wednesday.
"I did not say that, my words were misinterpreted," Al-Monayeri said on Zamalek's official website on Thursday.
"I just asked Egypt's medical team to make sure Fathallah is OK before fielding him against England.
"Egypt doctor Ahmed Maged assured me that the player will not play unless his face wound heals."
Fathallah is coach Hassan Shehata's preferred choice along with Zamalek teammate Hani Saied and Ahli's Wael Gomaa in Egypt's three-man defense.
He was a regular member of the Pharaohs' 2010 African Cup of Nations winning squad but missed the 1-0 victory over Ghana in the final through suspension.
