The list included the names of uncapped duo Holger Badstuber (Bayern Munich) and Dennis Aogo (Hamburg).
"We specifically picked younger players. They may be short on experience but they have a lot of qualities," Loew said at a news conference in Stuttgart.
In addition to Badstuber, six other players from Champions League finalists Bayern were selected, most notably 35-year-old keeper Hans-Jorg Butt, who replaces the injured Rene Adler.
There was no place for Christoph Metzelder, Thorsten Frings and Kevin Kuranyi, whereas the Brazilian-born Cacau has joined in.
