Former Real Madrid man Robinho is seeking to part ways with the Citizens, hoping to move either to Spain or Italy.
Milan, who have just landed Zlatan Ibrahimovic from Barcelona, are keeping tabs on the 26-year-old but they are yet to approach him.
"If a certain player interests us and is functional to our needs then we will be ready for another hit," Berlusconi told Gazzetta dello Sport.
When asked about Robinho, Berlusconi replied: "It doesn't depend on us, if it depended on us...Milan's intentions are there.
"Where could he play? We have so many possibilities and then it's better to have three players for two roles."
Brazil international Robinho turned down a bid from Fenerbahce of late. It is understood that City have every intention to expense with him too.
